4.0.x ready

Added 2 additional zones to the city district which require Ceramo-Metal and Durasteel infrastructure to be unlocked (or Functional Architecture).

This mod changes the planet view and is INCOMPATIBLE with any other mod which changes this part of the UI (including UI Overhaul Dynamic, no additional compatibility apart setting this mod after other UI mods will not be provided, any questions about compatibility with UI Overhaul Dynamic will be removed). If it is set after to other UI mods, this mod will overwrite any changes made by other mods.

Mod in theory should be compatible with saves (it does not cause crashes) but choosing 3-rd and 4-th zones will not be possible for some unknown reason.

UI changes should be seamless, but if you find any inconsistencies in the UI, please let me know.
