Description:
Restored Administrative Capacity:
  • Administrative Jobs (such as Bureaucrats) provide Administrative Capacity and Leader Capacity to avoid penalties from high Empire Size. Most modifiers to Unity production also affect Administrative Jobs.
  • Most of the Empire Size modifiers are replaced with Admin Cap modifiers or others.
  • Culture Workers have replaced Bureaucrats as main Jobs which product Unity in most regular empires. Culture Workers produce society research points and amenities instead of modifiers based on government ethics of country.


The Player will be notified if Empire Size is approaching or exceeding the Admin Cap.

After subscribing a submod, Administrative Capacity can be displayed on the topbar.

Proper cost of Edicts and Planetary Ascension (Decision):

The impact of Empire Size on Edicts cost and upkeep is adjusted. Each point of Empire Size which doesn’t exceed Administrative Capacity only increases Edicts cost and upkeep by 0.5% (compared to 1% in vanilla game).
A decision is added to Ascend a Planet, whose cost is not affected by Empire Size or Ascension Tier of other Planets. Using this method to Ascend a Planet also provides more benifits.

New feature: Empire Size Distance Effect (optional)

This mechanism can be turned on or off by a specific Edict. When it’s enabled, Empire Size from Districts and Pops on a Planet will be affected by the Hyperlane Distance between itself and the Capital. Planets near the capital will cause few Empire Size, while the distant ones will cause more. Researching Hyper Drive Technologies, connecting the Planet to Capital through a Hyper Relay network, or building Gateways also give colonies a percentage of empire size reduction.
