Introduction

This mod came about as the brainchild of my brain rot when I thought: "Hmm, what if… the City, but in SPACE.", the tiny brain cell still remaining within my cranium suddenly got a wild burst of energy and learned to mod the game to all the relevant bits. This mod adds a preset Empire to the game, the Head Controlled Territories, that was my interpretation of what the City is in Project Moon’s popular games: Lobotomy Corporation, Library of Ruina, and Limbus Company.

Important Stuff To Know
  • This mod is not balanced with vanilla in mind. There are a lot of modifiers that get added because I keep adding new modifiers to reflect the absurd amount of singularities that The City has.
  • On a technical side as well, this mod overwrites artificial_intelligence_policy to allow the preset Empire to ban AI before they even unlock Synth technology. Or ban it as a materialist. If any other mod also overwrites this policy, I’m not sure what would happen.
  • The preset Empire probably won’t play well as an AI as well, as I did not yet code in any relevant AI weights. This mod is best used when you plan to play as the preset, rather than playing with it.
