Pop Based Leader Cap
Seeing as the only other mod I could find that did this last updated for 2.1, I saw fit to revive that concept. Well, that and I feel like this feels more natural than the heavy handed mods I’ve seen just blindly increasing the cap.
Gives 1 additional leader capacity per 200 pops.
Save game compatible.
