Description:

If you experience any of these symptoms:

– You are tired that your indomitable empire, spanning across the entire galaxy, can only field 6 leaders before slowly collapsing in on itself.
– You are slowly forgetting what does the word "general" mean.
– Many of your fleets are under command of some no-name leftenants.
– Good half of your sectors experience light anarchy due to the lack of governor.
– You want to hire additional personnel into that R&D department and let your only scientist finally go home to his wife.

Then this mod is for you.

4 new edicts:

– Basic bureaucracy: costs 250 unity to enact and 100 unity for montly upkeep; +4 leader capacity. Requiers 100 pops.

– Expanded bureaucracy: costs 450 unity to enact and 100 unity for montly upkeep; +5 leader capacity. Requiers 400 pops.

– Intricate bureaucracy: costs 950 unity to enact and 500 unity for montly upkeep; +10 leader capacity. Requiers 750 pops.

– Effective bureaucracy: costs 1700 unity to enact and 500 unity for montly upkeep; +15 leader capacity. Requiers 1000 pops.

I’ve tried to make it somewhat balanced – by enacting all 4, you’ll be paying a somewhat hefty amount of unity in upkeep similar to the amount if you fielded same extra leaders by going over the cap. I think it’s justified given that leaders got more useful gameplay-wise. I’ve also put in additional restrictions based on the number of pops in the empire – to ensure that those extra leaders are actually needed and not just a luxury.

Overall, I think, it’s not a total "freebie", since you still pay for them in unity but the good part is that their experience gain is untouched.
