Zero Point Luminary Traits
Makes all positive paragon ruler traits from the "Under One Rule" origin cost 0 points, because our glorious golden god is multitalented.
New change: Any tier 1, 2, or 3 luminary trait can be selected.
Note: While the appearance of the traits in the trait editor appear unlocalized, once the game starts the name issues go away. In addition, while you can select all three traits in a trait path (Titan of Industry 1, 2, and 3 for instance), only the highest level trait will actually appear in-game.
