Spaceport Building with Orbital Station
This mod add a spaceport building on planet and the ability to build an orbital station (a variation of orbital ring) belong to the planet.

Do you think you want some add-on to the planet to let it have a starbase just like stellaris old version but don’t want let all the planets have an orbital ring?
Then this is the mod for you.
This mod add a building called "spaceport", and an upgrade version for it, which provide clerk and trader job, and +2 max planet district which represent for, this spaceport help you to use near-planet space more efficiently, for ex., to move something like factories to the space, so you have more districts on planet can be used for other purpose.

After you upgrade the spaceport to "Advanced" one, you will have a decision to create an orbital station(same function as starbase) for this planet!
(This one is more likely a role play thinking, which is a variant instead of using orbital ring, you can use same button as orbital ring to switch from planet view to starbase view, and vice verse)
How to implement the idea to use decision to create a starbase related to the planet is reference from "Space Elevators" mod created by "Sidewinder Fang", much thanks for his implement sample.

Compatibility:
This mod doesn’t overwrite any vanilla file, but add some conditional expression to vanilla starbase building and module to make it have special function and buffer to working on orbital station and to the planet. If they are overwritten by any other mod you may found some of them doesn’t work on orbital station.
May some vanilla and mod starbase building and module take no effect when you build them on orbital station (in general, the ones which is designed to function to whole system).
