Description:

• Applies the arcology cost changes from Stellaris Evolved to the arcology decisions added by PD – More Arcologies.
• Use PD planet entities for some of the Evolved ecumenopolis specializations.
• Add support for Evolved civics to capital arcologies.
• Allow capital arcologies on elysiums and arcology habitats.

Stellaris Evolved has already internal support for Planetary Diversity, however some edge cases were left out, one being new arcologies decisions.
