Description:

This is an attempt at making Habitats less spammable, and to make the AI use them more strategically.
Very much a WIP, so make sure to report how the AI behavior is working in practice.

This mod does the following:
– Copies Habitat upkeep from the capital building to the Habitat itself so the AI can understand its upkeep
– Increases Habitat upkeep to 15 alloys and 10 energy (Void Dwellers get a reduction on alloys to 5, energy upkeep always waived over energy deposits or planets in a star’s habitable zone)
– Makes the AI keep track of planets that are good Habitat locations (deposits of strategics or alloys), which if it has, will only build them over
– Makes the AI only build over less-good locations with some deposits and no energy upkeep if it has no good locations
– Removes extra weighting for AI building Habitats near its capital (these were so high, the AI would rather build a Habitat in its capital than build just about anything else at all)
– Reduces AI avoidance of building Habitats on its borders or before others in the same system are colonized
