3. Cabal civic
4. Cabal flag
5. Namelist
6. New technologies to unlock armies
7. Cabal decision to strip-mine entire worlds and destroy them.
8. Prescripted Empires
9. Cabal buildings
10. Exclusive cabal oil strategic resource with new edicts
