Psionically-ascended empires gain access to new and powerful decisions.
* Psionic Avatar Summoning: in exchange for sacrificing a planet worth of pops, gain a school of psionic avatars – one for every 30 non-machine pops. Or, if there aren’t enough sacrificial pops, gain some zro and research points instead. Sacrificial summoning is not available to xenophile, fanatic xenophile or fanatic pacifist empires. Some degree of authoritarian ethic is required to sacrifice planet with pops of empire’s founder species living on them.
* Blessing Leaders: give a powerful psionic blessing to a governor or the country’s leader, greatly boosting their powers and removing certain negative traits, such as arrested development, substance abuser or stubborn. The planet from which the blessing was given will not be able to give another for the next 5 years.
