Habitat capital complex – similar to Tier 3 capital building on planets

The two housing techs each provides 1 building slot to habitats.

Habitat capital complex provide 3 corp building slots instead of 2, (T3 capital on planets provides 2) because there’s no T4 capital on habitats.
