Description:

*Updated for Stellaris 3.9!*

TL;DR: This mod adds a new tier to vanilla resolutions and sanctions as well as three entirely new resolution trees (check out the screenshots). It also reduces the time the senate takes to pass a law.

In addition, it makes crime more punishing, adds a new civic "Pirate Haven" and a new resolution tree that increases crime and is hated by everyone except for pirate havens and criminal megacorps.

2.8.* compatible version: https://steamcommunity.com/sharedfiles/filedetails/?id=2459772649

This mod is available in english, german and russian. It is also compatible with french, polish, simplified chinese and spanish (meaning if you play in any of those languages, the text will be displayed in english instead of placeholders/code).

Introduction

I have been extremely excited about the galactic community from day one, i love the feature and i try to achieve a certain political state every game. One of my favourite quotes sums it up perfectly:

“Ankh-Morpork had dallied with many forms of government and had ended up with that form of democracy known as One Man, One Vote. The Patrician was the Man; he had the Vote.”

― Terry Pratchett, Mort

While it has been very fun so far, i have two main issues with this system.

  1. A large part of the political power stems from fleet power and by the time my fleet is big enough to have a say in the galactic community, the buffs to my empire are nice to have and it might be fun to debuff some of the other empires, but it doesn’t really feel as if you are the de facto all mighty ruler of the galaxy, because:
  2. The senate can be sooooo slow, which hurts if you are powerful (because you can’t push those resolutions fast enough) and makes it – in my opinion – too easy to stall if you are not (because you can just keep proposing sanctions to avoid the resolutions you don’t want to pass)

There are mods that speed up the senate, some seem to powerful while others are just right (for my taste), however none of them expand on the available resolutions so i decided to make my own.
