Description:

Barbaric Despoilers are a bit under powered at the moment. The goal for this mod is to give them more of a punch and make them more distinct from a regular authoritarian empire with nihilistic acquisition. I have reworked the Plunder war goal to Pillage with following effects.

*Reworked awards to incorporate Alloys, Consumer Goods, and Rare Resources.
*Rewards now based on target pop count not planet count.
*Penalties are set at 20% for Energy, Mineral, Alloy, Consumer Goods, and Rare Resources if a war is lost against a Pillaging war.
*Half rewards and half penalties are given on the event of a status quo.
*War exhaustion will increase 1.5 times as fast.
