AI and Balance Overhaul 2.5
Changelog:
I. Space
===========================================
1. AI builds platforms. It use random (default) pattern.
2. AI builds starbases: fortresses on the border, two shipyards in the center, trading hubs near the trade value.
3. AI necessarily builds the Shipyard of the Titans and Colossi, if possible.
II. Planets
===========================================
1. AI limits the growth of Bio-Trophy pops if there is at least one unemployed.
2. AI dismisses leaders with negative traits.
3. AI resettle the unemployed pops, it resettle Bio-Trophies and resettle pops to new colonies, also it resettle pops from low habitability planets.
4. AI better understand what needs to be built, and it may demolish buildings or districts. Improved priority system.
5. AI does not colonize planets until there are fewer than two colonies with a pops < 20.
7. Ai don’t spawn endless armies.
6. Improved sector AI. Use it! # Disabled. In progress of updating to 2.5.1
III. Budget
===========================================
1. The budget has been reworked so that the funds do not stagnate as much as possible, for example, the AI will not keep the budget for edicts/decisions if there is nothing to apply.
1. AI spends more metals on warships and armies during war and crisis.
2. AI can sell minerals and metals.
3. AI can use edicts and planetary solutions by spending food/energy/rare metals.
IV. Megastructures, Traditions and Ascension

1. The AI always keeps free perks for one of the three ascension systems, galactic wonders and some other critical perks
(Worlds of Machines / Hive / Gaia).
2. You can take both biological and psionic ascension (AI too).
3. You can build a Ring World, Dyson’s sphere, a scientific array in one system.
4. AI uses Shroud.
V. Fallen Empires
===========================================
1. Optimized some buildings of Fallen Empires, power plants use dark matter, archivists use consumer goods.
2. Autonomous production buildings of Fallen Empires are disabled if they lack resources.
VI. Other
===========================================
1. The God Ray burns the planets with AI And Swarm (crisis).
2. AI terraforms only those worlds to which low adaptability among its pops prefers Gaia / AI / Hive worlds.
Warning: Achievements are not available.
The mod changes many files, but the most critical changes affected folders: buildings, districts, ai_budget, ascension_perks, terraform.
The mod is not compatible with other mods affecting the same files.
