Admin Cap Reworked V2
Reworked Administrative and Starbase Capacities ("AC" and "SBC") mechanics for 2.2 game version (based on files from 2.2.6 version):
–Capital buildings produce AC and SBC dependent on their level and type (see detailed description below);
-Lowered system cost from 2 AC to 1 AC;
-Lowered districts cost from 1 AC to 0 (districts are "free" now);
-Shrunk the base AC provided at start from 30 to 20 for balance;
-Owned systems do not increase SBC anymore (+1 per 10 owned systems in vanilla).
Here is the list of capital buildings and the Administrative / Starbase Capacities they provide:
building_colony_shelter / building_deployment_post:
— (default building for newly colonized planet, provide no any AC/SBC);
building_capital / building_machine_capital:
+2 AC (unlocks at 10 pops, effectively makes colony "free" in terms of AC);
building_major_capital / building_machine_major_capital:
+3 AC, +1 SBC (unlocks at 40 pops, effectively makes colony and it’s system "free" in terms of AC);
building_system_capital / building_machine_system_capital:
+5 AC, +1 SBC (unlocks at 80 pops, effectively provides 2 "extra" AC);
building_hive_capital:
+2 AC (effectively makes colony "free" in terms of AC);
building_hive_major_capital:
+4 AC, +1 SBC (unlocks at 40 pops, effectively provides 1 "extra" AC);
building_hab_capital:
+1 AC (default building for newly colonized habitat);
building_hab_major_capital:
+2 AC (unlocks at 10 pops, effectively makes habitat station "free" in terms of AC);
building_resort_capital / building_slave_capital:
+1 AC (default building for a small colony);
building_resort_major_capital / building_slave_major_capital:
+2 AC (unlocks at 10 pops, effectively makes colony "free" in terms of AC);

As a result, expansion should become easier – less dependent on the map size. Since higher tier Capital buildings provide more Administrative capacity, then Admin Cap depends a lot on the Empire population, gradually growing along with it.
Since capital buildings of higher tiers provide +1 SBC as well, it will be pretty much ensured that every well-developed system will be able to afford having a starbase.
IMO, this dynamic AC&SBC system should be more balanced than the vanilla version. Try it out and share your thoughts! 🙂
