Logical Administration Cap Bonus

My goal isn’t to bypass the admin cap, it should be more dynamic through my changes.
This mod increases the administrative cap by 1 with each administrative job, like Administrator, High Priest or Science Director. In my opinion, a colony is defined in the system, by the districts and population. I’ve removed the Empire Size from colonies and raised them for every pop.
