This cap almost rivals a SIZE OF THE EARTH.

So here is simple solution that does not even requrie specialist pop for it.
-> Raised cap to 60.

I am sure that I do not need to inform y’all that this mode also decrease size increase by systems by half.
(which is 1 per each. better than outrageous 2 per each.)
