This mod does exactly what you think.
OK, OK, it removes Prescripted Vanilla Empires from Empire Creation screen.
Tip if you trying to spawn Custom Empires, but get nothing or only few of them:
The bug is you cannot use anything but “random”, for starting system on all species. I had this bug too and found this little tip. Since changing all of my custom species to spawn randomly (eg, no trinary, binary, etc) everything works as intended. (By @Dead Man Walking)
