This mod added new effects to those too mediocre Civics(including effects or flavours), and retained the original effects.
Some content has changed with version changes.
Normal Governments

Imperial Cult: According to the Skill Level of current Ruler, at most increase +100% Governing Ethics Attraction; Authoritarian Pops and Spiritualist Pops will increase Empire’s Edicts Fund; no other change

Philosopher King: Allows Stratified Economy Living Standards; Allows Academic Privilege Living Standards; Allows Utopian Living Standards; Effect from Authority +100%; +50% EXP gain; no other change

Police State: Capital Buildings provide extra Enforcer Jobs, including Resort World; Stability from Enforcer and Telepath +1.5; no other change

Idealistic Foundation: Egalitarian Pops produce Society Research; +50% Egalitarian Ethics Attraction; +10% happiness changed into +5%

Free Haven: Refugees will more likely to flee into our territory; Immigration Pull +100% instead of +50%

Merchant Guilds: Politicians’ Unity Output will also increase the Trade Value of Merchants; no other change

Diplomatic Corps: Envoys Improving Relations have a 1 chance each month of acquiring a Favor; no other change

Cutthroat Politics: Politicians also provide Edict Funds scaling with their Unity Output; now also +1 Decryption

Efficient Bureaucracy: Bureaucrat and Priests provide Edict Funds scaling with their Unity Output

Naval Contractors: Mercenary Enclaves sponsored by us will pay extra Naval Fleets and Energy irregularly in dividend; no other change

Private Military Companies: Generals start at level 3; soldiers also produce 2 trade value; no other change

Trading Posts: Center of Trade starbase module will produce 2 Trade Value and increase Starbase Capacity according to the Trade Value collected by the starbase; Collection Range +2; Protection Range +2; no other change

Media Conglomerate: Executives, Managers and Priests will increase Governing Ethics Attraction on planets; -5% War Exhaustion changed into -15%; no other change

Brand Loyalty: Managers and Priests will provide Edict Funds scaling with their Unity Output; no other change

Ruthless Competition: 50% cost of All Leaders will be replaced by half of Energy(50%*50%); +10% EXP gain changed into +50%, +1 Decryption changed into +2

Public Relations Specialists: Envoys Improving Relations have a 1 chance each month of acquiring a Favor; no other change

Unitary Cohesion: Coordinators also provide +1% Menial Drone Output and +0.5 Stability; no other change
