Description:

This is a mod intended to rebalance the Worker Cooperative civic in Stellaris, which is drastically underpowered to the point of self-sabotage in vanilla. To address this issue, I have made the following changes:

1. Stewards, which were previously a downgrade to the managers that they replaced, have been given an additional +2 trade power in return for -1 unity, making them on-par with managers while still being distinctly different.

2. the Mutual Aid trade policy, which was generally worse than the default Wealth Creation policy before, now grants an additional .1 energy, food, and minerals per trade value. There are now also unique mega-cooperative versions of the Trade League (.3 energy, .2 food, .2 minerals, .2 unity, .2 consumer goods) and Holy Covenant (.3 energy .2 food, .2 minerals, .5 unity) trade policies.

3. in vanilla, playing as a spiritualist Worker Cooperative means that you can never effectively use the steward-boosting councilor, as the only administrative buildings available as spiritualists are temples, and the Prosperity Preachers you get from those buildings are unaffected by the General Secretary of Unions. To remedy this, Prosperity Preachers are now affected by the General Secretary of Unions modifiers, which have been themselves rebalanced to give .3 trade value and .2 amenities to Stewards (and Preachers) per councilor level. Conversely, Stewards are now affected by the Astral Minister councilor from the Dimensional Enterprise civic.
