Changes flag_human_9 to the real world UN logo.

Made with MrKen’s emblem maker via the Stellaris Wiki.

It’s kind of blurry because it’s at a lower resolution than the official emblems, but I’ve been meaning to figure out how to use ImageMagick and make a better one.
