Basic Support Zones
What is this?
Adds the basic support zones from 4.2 to 4.3++.

3 urban district zones, copied from the 4.2 files …
Some changes were made "for balance".
- There is a planet limit of 1, but I’ve given the zone a singular building slot. This slot should take respective buildings of the correct type/building set.
- The resource production buff is now per planet instead of per district
- Added jobs and increased trade cost remain as per district. Overall this gives a good bonus but has less chance to exponentially scale out of control.
- The zones provide the appropriate job type, instead of the generic one.
- The multiplier for Ringworlds was reduced from x5 to x3.

Made with version 4.3.1 >> working with 4.3.*
Adds new zones, so alters the checksum, sorry!
