Animated Quarian Portraits for 3.14
This is simply an updated version of the Quarian Mod: https://steamcommunity.com/sharedfiles/filedetails/?id=2937897745 and https://steamcommunity.com/sharedfiles/filedetails/?id=708669421
All I did was add new files so that the new stellaris portrait system would be able to read it.
Nothing else has been changed, added, or modified.

The only thing that has changed is that Quarians now appear in the Humanoid Tab, and also in their own Tab.
This was done at first for debugging purposes, but also should have the effect that you have one Quarian Race that iss tagged as nothing, and one that is tagged as Humanoids, which some trait mods might use.
