Fleets Win Wars
Simply increases the maximum impact of Relative Navy Strength from 50 to 150, making the AI surrender much faster in unwinnable wars. Also applies in the negative direction, so an enemy with overwhelming fleet power will have -150 to surrendering rather than -50.
