Completely removes ethic restricions from Shared Burdens
Adds Government Types for Shared Burdens with Oligarchic, Dictatorial, and Imperial Authority types.

Allows Shared Burdens to be picked with Technocracy
Buffs Shared Burdens from
+5 Stability
+45% Demote Speed (with additonal +45% from living standard, base Pop Demote time is 5 Years)
To:
+10 Stability
-80% Demote Speed (Additional 45% from living standard makes it instant for species it’s applied to)
+ 5% Specialist Pop Output
+ 10% Worker Pop Output

Add Mutual Aid Trade Policy for SB Empires.
I spent quite a while attempting to allow Shared Burden empires to take the Worker Co-op trade policy Mutual Aid and give it a slight buff, making the early game a little easier but lacking as much of the scaling as Megacorp Trade empires can have late game. For some reason stellaris refuses to show alternative trade policies for non-megacorp empires.
Economic Planning Targets similar to Gestalt Machine Civic Obsessional Directive?
Add an Permanent Revolution War Goal to all SB Empires?
