Description:

Only required for Sandbox. Updated for ZoFE 4.1.1

Currently included fixes:
* Allows individualist machines to correctly use Utopian Abundance living standard. (Fixed in 4.1.1)
* Disallow utopian abundance living standard when species is set to be purged to the lathe. This is vanilla parity.
* Bring policies to par with 3.12
* Fix astral threads resetting to 0 on ascension.
* Allow machine empires to build appropriate districts on the regular utopian ringworld. This includes the Original Empire’s ringworld that you can obtain by defeating them.
