Criminal Syndicates Allow Megacorp Holdings
Allows Criminal Syndicate megacorporations to have megacorp holdings on their planets. This allows Criminal Syndicates to place holdings on their own planets. While it may not be balanced, I found the idea of a Syndicate being corrupt enough to cannibalize their own planets for personal profit (at the cost of skyrocketing crime) interesting enough to make a mod out of it.
