Romulan Republic – Achievement Compatible

I’ve updated the emblem/flag for the Romulan Republic to one that more closely matches the one used on most Star Trek fan-based websites.

I’d like to credit @EmperorVolkorian for his suggestions and the mod community members of the Star Trek: New Civilzations mod, plus the overall Star Trek fan-base for inspiring this mod.
