AI War Fix
This mod changes the initial mineral and energy cost of purchasing any type of army to 0.
The maintenance and time to recruit are unchanged (nothing else is changed actually).
This fixes an issue in patch 1.5.1 where AI would not budget for building armies during wars, resulting in endless stagnating wars if they lost the transports they had when war started.
They would also take a very long time to rebuild them after making peace because ships/buildings/etc all had higher priority.
I tried fiddling with the various AI weights to fix this instead but was unable to so this was the only solution I could think of for the moment.
I have tested this a bit and it seems to work fine, AI will build plenty of whatever transports they want now and wars no longer stagnate.
