Description:

Federations are a fun and interesting mechanic that are gated behind the incredibly underwhelming Diplomacy tradition – I think it’s fair to say many consider it nothing more than a tax to access Federations.

And considering that if you’re lucky an AI will take it and invite you to a federation, bypassing the need to take the underwhelming tradition entirely… maybe they just shouldn’t be tied to the tradition at all anymore. (Just like how vassals used to require Domination)

Also maybe you want the Diplomacy tree for the -50% Influence costs and extra envoys, but don’t want to make a federation?

Creating a Federation now requires the "Federations" technology, you also cannot be Federation President without the technology
– Tier 2 Society (Statecraft), Base Cost 6000
– Prerequisite: Xeno Diplomacy or Autonomous Agents
– Base Weight: 70
Increased by: 2x Adopted Diplomacy tradition, 1.5x Fanatic Xenophile, 1.25x Xenophile or Rogue Servitor, 1.25x leading scientist has Expertise: Statecraft trait, 1.25x Pompous Purists, Diplomatic Corps, Public Relations Specialists, or Empath Civic
Decreased by: 0.5x Xenophobe, 0.25x Fanatic Xenophobe or Determined Exterminator, 0.01x Fanatic Purifiers, 0x Inward Perfection, Devouring Swarm, or Terravore civic

"The Federation" Tradition changed to "Galactic Ambassadors"
– Grants +1 Envoy, and Envoys Improving Relations or Assigned to your Federation now produce 0.1 Influence

Common Ground & Hegemon now start with the Federations technology and no traditions, their allies have Federations as a permanent research option

– Change Entente Coordination and maybe some of the other weak Diplomacy Traditions
