No Ethics Spawn Bias for Stellaris Evolved (Less Pacifists)
This is a spin-off of my other mod No Ethics Spawn Bias for Stellaris Evolved. In that mod, Pacifists have the same chance to spawn as any other ethic. In this mod here, Pacifists have a reduced chance since I believe they can slow down the game if there is too many of them.
