Habitat Expansion
On habitats, pop growth penalty kicks in at around 15 pop due to the low planet capacity.
This mod increased planet capacity by adding 2 special deposits on habitat completion. Each deposit gives 12 planet capacity and will be expended when you upgrade habitat. Also, habitat size is increased to 6/8/10 from 4/6/8.
Habitat upgrade decisions is changed so that you can upgrade habitat without filling empty districts.
