Remove the influence cap for Startech or Starnet AI mod.

Load Order:
Star(net/tech) AI
No influence cap (Starnet/Startech edition)

Q: Why another influence cap remover when there are so many out there?
A: All of them break the Starnet / Startech AI for AI decision regarding resources stockpiles.

Q: Can I use this mod without SAI ?
A: Yes.

Stellaris 3.7.*
Should work fine with older versions >3.*.*
