add a simple way in build RingWorld which can be build on start without any pressure

on the game start, you will get tech_mega_engineering(and give ai same cost tech to balance diplomacic advantage)

• "Autonomous Moto Factory"
• productivity mining building "super miners house"
• productivity energy building "Section Power Station"
• no mineral consumers generate alloys "Self-sufficient Alloy Factory"
• "Sybil System"

• "Quickly" Strategic Coordination Center, and no amount limit.
• add a decision，disclose alloy districts，alloy district provides a lot alloy worker，if the district display is vanilla, the farmer district will pop out(or other district).
• "Sybil System" build cost changed, every 25 pops will produce a Criminally Asymptomatic, produce crime and naval_cap.
