Removes planet size and pre existing buildings/discrict limits on Resort Worlds, Archologies/Ecunopolis, Thrall Worlds, and Penal Colonies. Want multiple resosts spreads across space? Go for it? Want a size 10 frozen asteroid for you penal colony, go for it!
