Mercenary Enclave Tweaks
Tweaks to Mercenary Enclaves created by empires to be more practical for warfare.
At base, merc enclaves take less energy upkeep and naval capacity. With the galactic community resolutions, they no longer severely hamper naval capacity and cripple your economy when hiring mercs. At max strength, merc enclaves will have 500+ command limit, take 70% less naval capacity and have a 50% higher energy upkeep than regular ships.
