[3.x] Repeatable Ship Building Speed
添加了一个加快造船速度的工程循环科技。
前置是泰坦（如果有Apocalypse DLC）或战列舰（如果没有）。
作用：
每级增加舰船建造速度10%（包括任何舰船种类）。最高可以研究到20级，总计提供200%造船速度加成。
兼容性：
理论上和大多数mod兼容（指游戏不会崩）。
现在影响所有种类舰船，包括mod添加的种类。

Adds a repeatable engineering tech that increases ship building speed. Works with or without Apocalypse.
The tech is called "Ship Assembling Sequence Optimization". Its prerequisite is titan tech if with Apoc, or battleship tech without Apoc. However it is still a repeatable-tier tech and should appear late-game-ish.
Features:
Increases ship building speed across the board by 10% per level. Everything built from a shipyard is affected.
This tech is capped at level 20 (XX in roman number) for a total bonus of 200%.
Compatibility:
Works fine with pretty much anything since the mod only adds a repeatable tech.
Should work with every ship type, modded or vanilla, civvie or combat.
