The Twilight State: Unique Subject Type for Rogue Servitors

Subjects of Rogue Servitor empires will become Twilight States. Having aknowledged the futility of organic-led civillization given the vast and overwhelming superiority of synthethic life and machine intelligences, these transitional governments are devoted towards the full automation of society in both the economic and the political.
These kind of subjects are always fanatic materialist technocracies, with reduced pop-growth but vastly increased robot building speed. Once the robots-to-organic ratio has reached an acceptable percentage for the Rogue Servitors, they are free to begin the integration process as they see fit.
Limitations:
* After annexation, robot pops created by the Twilight State count as Mechanical pops and not as Machine drones. They can still work normal jobs though, so this is more an issue of the traits available to them.
Planned:
– If the robot-to-organic pop ratio reaches a critical percentage in the Twilight State, and the Rogue Servitor overlord has failed to annex it, then it might turn into an independent Machine Intelligence! Will be implemented as soon as I find a way to actually do so.

Updated 4/18/2021. Twilight State is now an Origin instead of a Civic. Adjusted the robot modifiers to be more in line with the reduced pop growth of 3.0
