Civic Points via Edicts
This mod adds the following:
1. A new ascension perk for civilization ascension, which unlocks a psionic tech under tier 5.
Note that this new perk requires the Colonial Centralization Tech, Titans Tech, together with the Colossus Ascension Perk to unlock.
2. A new psionic tech which unlocks a new edict.
3. A new edict which adds 5 civic points when activated. The edict costs 300 unity per month.
AI would not use this.
