Recently rebalanced, no more being super duper OP

Adds:
-Glaggilian Portrait
-Gazolander Portrait
-2 new civics (The Military, The Rides)
-1 new origin (Blibble’s Field)
-1 new authority (The Government)
-Glaggleland prescripted empire

Suggestions will be ignored completely, this mod is mine and I will take it where I want
