-修改了起源权重，ai起源权重基本均等。
-修改了国策权重，ai国策权重全部均等
-修改从预设生成帝国的概率为0，现在ai不会生成默认的预设帝国
-修改了从预设帝国生成的堕落帝国为100%，现在堕落基本都来源于预设
如果你想玩一个随机帝国，为什么不在控制台输入play 2或者别的数字呢？

– Changed the probability of generating empires from default to 0, ai will no longer generate default empires
