Pop-up diplo messages
The purpose of this mod is to allow pop-up diplomacy messages.
Now they will pop-up on your screen, even if you turn off pop-up.
I did this cause I hate the fact that I always miss diplomacy offers. I don’t care of events but diplomacy is so important than I think the offers needs to be displayed as a pop-up.
Known limitations: If several empires contact you at the same time, only the last offer will be displayed as a pop-up. You will see all of them, but each new proposition will replace the previous one. This happens when the galactic community is created.
