Diplomatic Crisis
Adds a Galactic Community resolution to trigger the endgame crisis.
AI empires will not propose the resolution.
AI empires will vote against it if allowed.
The resolution will become visible after the endgame year, but can not be proposed until 25 years after the endgame year.
The resolution respects the crisis choice made on game creation.
Random crisis setting gives an exact 1 in 3 chance of each crisis.
Crisis event chain will begin 1 day after the resolution passes.
If the crisis naturally triggers while the resolution is in progress, it will not double-trigger. The resolution will simply do nothing.
