Description:

Welcome to the final mod for Grand Campaign 2! This mod will not be updated for future versions by we welcome the community to continue its lifecycle if they so wish.

Take to the stars as a human race heavily influenced by Ophite threats throughout its history and help save the Galaxy once and for all!

Domestic
Goals:
Slavery, including robots are banned
Only Humans may be Leaders. All reptilians must not be allowed to be leaders.
Utopian Abundance required, except in times of economic emergency, then Shared Burdens is allowed
Rules:
Edicts PMs should seek to enforce:
Fleet Supremacy, Mining Subsidies, Farming Subsidies, Industrial Subsidies, Diplomatic Grants, Encourage Political Thought, A Grand Fleet and Architectural Renaissance. The player monarchs should seek to always enforce the following edicts: Bureau of Espionage, Omnifarious Acquisition and Greater Than Ourselves
Edicts that are banned:
Tracking Implants, Thought Enforcement, Extended Shifts, Enhanced Surveillance, Information Quarantine

First Contact Protocol – Proactive
War Philosophy – Preferably Defensive Wars, but Liberation Wars is acceptable

War Doctrine – Defence in Depth or Hit and Run

Native Interference – Passive Studies
Native Enlightenment – Allowed
Resettlement – Prohibited preferred
Land Appropriation – Prohibited
Leader Enhancement – Natural Selection
Initial Border Status – Open preferred
Economic Policy – Civilian Economy preferred
Trade Policy – Consumer Benefits preferred
Artificial Intelligence – Citizen Rights
Robotic Workers – Allowed
Pre-Sapients – Protected
Refugees – Refugees Welcome
Population Controls – Prohibited
Slavery – Prohibited
Purge – Prohibited

Planet and System Management
Goals:
Every planet we colonize must be mined. Planets must be specialized to ensure watermelons and unity for our empire.
Energy income is to be generated from trade, unless there is a critical shortage.

Rules:
Must use one of five planetary designations: Mining, Agri, Unity, Industrial, Urban
All worlds must have 3 mining and 3 agricultural districts
Mining and Agri worlds must have their districts maxed out
Urban and Industrial worlds are to have up to 12 city and industrial districts respectively
Remaining district slots are to be filled with mining when possible
Unity worlds are to have 6 Bureaucratic Centers, and other buildings to assist unity generation

Foreign Policy
Goals:
Discover the source of the Ophite threat and protect against reptilian infiltration
Close borders to snek-like empires, build spy networks in reptilian or snake-looking empires, rivals take priority
Spy networks must be maintained until a sleeper cell and asset are acquired, then the agent may be reassign to build another spy network
PMs are encouraged to run: steal technology, sabotage starbases, Arm Privateers, Smear Campaign and Spark Diplomatic Incidents within reptilian Empires
Envoys are known as Agents, and must never be idle
If the source of the Ophite threat is discovered, that empire shall be declared an eternal rival
Rivalry is not allowed to end until they are destroyed
If it is discovered they are subservient to a higher power, the senate decides their fate
Even after the Ophite threat is destroyed, reptilians are to be treated with suspicion
Observation posts must be built on reptilian Pre-FTL civilizations
PMs must not enter into deals or agreements without knowing the empire’s ethics and civics
Vassalization is preferred over conquest, empire must be allowed to keep at least 1 system to ensure survival, except where the empire is aligned with or the source of the Ophite threat
Envoys will not be used in the Galactic Community, and instead favors will be used to influence their decisions
Rules:

Military Organization
Goals:
To acheive a good balance of shield penetrating and armor penetrating weaponry
Have at least one carrier per fleet

Rules:
Old ships do not need to be deleted
We should use these weapons when available:
Energy: Plasma Cannons
Kinetic Weapons: Gauss cannons or Kinetic Artillery
Explosive Weapons: Missiles on Defensive Stations, Torpedoes for Fleets
Point Defense: a mix of flak and point defense
If these weapons are not available, precursor weapons may be used in their place

Technology and Traditions
Goals:
Must pick Mind Over Matter as the second AP, and must choose End of Cycle as shroud patron
Must research Psionic Theory, and complete Psionic Ascension.
recommended to assign a scientist with the Expertise: Psionics or Maniacal trait to society research.
No other ascension path may be taken.
Mind over Matter and Transcendance must be taken as soon as possible
Must take Colossus project
Must attempt to open the L-Gate and must attempt to acquire 7 L-Gate insights
Priority on researching L-Gate technologies and any decision or technology that grants an L-gate insight must be chosen
L-gate insights must be purchased from the Curator Order whenever possible
Rules:
Tradition Trees must be unlocked and completed in the following order:
Harmony – Priority
Diplomacy – Priority
Prosperity – Priority
Subterfuge
Discovery
Adaptability
Unyielding
The player monarchs must pick these Ascension Perks and none other. They should also be picked in the order from top to bottom as closely as possible, with Ascension Perks listed first being the priority.

Expansion
Goals:
The Senate has decided that the empire border will be chosen to represent Emmental cheese. In order to emulate the appearance of Emmental cheese, a large variety of holes must be present as well as the color of the border being yellow.

Rules:
For every 5 systems owned, an enclave must also be present within the borders.
The process of choosing a system to become an enclave is detailed below
It must not be a vital system (A system with habitable planets, a chokepoint, a frontier system, a border system, etc…)
It is preferred that the system is ‘inside’ the borders. (as in surrounded by other owned systems)
The specifications of this enclave is detailed below
The system must not have any starports.
The system must sufficiently resemble a cheesehole
The Empire should seek to expand to at least 30 systems if possible.

Wild Card
Goals:
It is required to blow up the moon, preferably by using a World Cracker Colossus.
Zro may only be used for Shroud-related purposes.
We demand a Sense of Pride and Accomplishment.
As punishment for breaking a law the player must open a Reliquary or play Slots.
If they receive nothing they must share an achievement they are proud of during the Grand Campaign so the Senate can take credit to inspire our people.
The Player Monarchs must substitute these words:
Cheese instead of Energy credits,
Watermelon instead of Minerals
Baked beans instead of food
Cup of Tea instead of consumer goods
