Why does a planet modifier mod need espionage operation for every single relic in the game? Who knows. Sure, it’s a nice idea to make espionage "useful", but then there’s this whole issue with Stellaris not supporting counter-operations. When the thing exists just so you can get smacked over the head with it without being able to do anything about it, it’s called bad game design.
