Catalytic exploit fix
Prevents zero economy exploit of benefiting from Catalytic Processing jobs when empire has food resource shortage.
Catalytic Technician and Catalytic Drone jobs are disabled when food shortage malus is in place. No alloys from these jobs will be produced but also no food upkeep will be paid, allowing empire to get out of the debt death spiral more easily.
Overwrites food_deficit static modifier only. Highly compatible with other mods.
