This is Everything Spawns For Vanilla, but I made a few small changes to the way systems spawn.
– All bottleneck and most empire cluster restrictions have been removed from system spawns.
– Fallen Empire cluster restrictions have been added where they were lacking, so no more Marauders getting wiped out because they were next to a Fallen Empire or special systems being under the Fallen Empire’s control.
– Changes the galaxy sizes below Huge to allow up to 3 Marauders and 5 Fallen Empires on each map size.
– Re-added the 15 gateway guaranteed spawns and L-Gates can spawn next to regular Gateway systems.
