Flat empire pop growth
Eliminates empire pop growth (and construction/clone cost) scaling while retaining the new per-planet carrying capacity growth scaling. This mod also caps the per planet capacity headroom-based growth bonus to 1x as opposed to the default 2x as the double growth bonus was balanced to work in conjunction with the empire growth curve.
