Minor rebalances to the galactic community, primarily durations.

The duration of the following have been reduced:
Resolution Vote Timer – 720 days/2 years (Was 1800 days/5 years)
Senate Recess Timer – 360 days/1 year (Was 720 days/2 years)
Veto Cooldown – 720 days/2 years (Was 1800 days/5 years)
Emergancy Measures Cooldown – 1440 days/4 years (Was 7200 days/20 years)

Additionally the cost of turning in favors has been reduced to 10 influence (was 25)
